"Presidential Regulation No. 7 of 2021 concerning RAN PE (National Action Plan for the Prevention and Handling of Violent Extremism Leading to Terrorism) can be said to be a national policy that contains comprehensive, systematic efforts to increase state protection for citizens from the threat of terrorism crimes." This was conveyed by the Head of the National Counterterrorism Agency (BNPT), Commissioner General of Police Dr. Boy Rafli Amar at a Virtual Press Conference via the BNPT Public Relations YouTube channel (5/2). Previously, President Joko Widodo (Jokowi) had signed the Presidential Regulation (Perpres) No. 7 of 2021 concerning the National Action Plan for the Prevention and Handling of Violent Extremism Leading to Terrorism (RAN PE) on January 6, 2021.

"So today we certainly see that the threat of terrorism is a real threat, it can happen anywhere, can make anyone a victim and can make society a part of this crime."
Boy suspects that in today's world there is a process called massive radicalization. Massive radicalization that does not only occur in Indonesia, but also in the global world. And the impact of the massive radicalization process has clearly resulted in several victims among Indonesian society.
"Radicalization changes people's minds and even legalizes violent methods in an effort to achieve goals. When he believes based on his understanding and beliefs," he explained.
More specifically, BNPT highlighted that radicalism and intolerance have targeted groups of Indonesian youth because terrorist groups know that young people are a potential, productive group, and have high ideals.
"With that way of thinking, they will think in an extreme way, the extreme is no longer an extreme that has the connotation of peaceful extreme or moderate extreme, but an extreme that leads to approving violence," he continued. "We don't want to see young children become suicide bombers due to the massive radialization process that occurs both face to face and social media."
According to BNPT data, almost 2,000 Indonesian people have been affected by cases related to terrorism in at least the last twenty years. Even as many as 1250 Indonesian citizens are willing to go to Iraq and Syria where some of them have died.
Therefore, Boy emphasized that the Presidential Regulation has a very noble mission, namely providing more protection to citizens by involving all parties that are not only carried out by certain state officials.
"This Presidential Decree involves all parties so that no party sits idly by but we are all together. Because this is our common need in managing this nation with a population of 270 million people," he concluded.

He explained that this Presidential Decree has been long awaited because it is in order to solidify the coordination of ministries and institutions. Civil society, NGOs, and stakeholders.
"I think cooperation and coordination with various stakeholders will be stronger, more legitimate, more legal, and have a stronger legal basis."
