Jakarta - To improve the effectiveness of coordination of the implementation of recovery programs for victims of terrorism, victims of past terrorism, and victims of terrorism abroad, there needs to be a regulation regarding integrated coordination of implementation at the Ministry/Institution and local government levels. Therefore, BNPT held the Harmonization of the National Counterterrorism Agency Regulation on Coordination of the Implementation of the Recovery Program for Victims of Terrorism on Wednesday (24/3/21).
This meeting was held in person and also virtually, opened directly by the Functional PUU Main Expert of the Ministry of Law and Human Rights, Agus Hariadi, M.Hum. Before entering into the discussion of the articles, the Head of the Sub-Directorate for Recovery of Victims of Terrorism, Col. (Czi) Roedy Widodo, briefly explained the formation of this Agency Regulation (Perban).
Roedy Widodo said that the Perban Coordination process for the Implementation of the Recovery Program for Victims of Terrorism had experienced several dynamics. "Discussions began in 2018, we were waiting for a strong legal basis for Law Number 5 of 2018. As the law was already in the state gazette, we consulted with the Ministry of Law and Human Rights, we invited the Directorate of Law Drafting to initiate the draft of this Bandage. After two years, supporting regulations emerged such as Government Regulation Number 35 of 2020. In early 2021 we refocused on the draft of this Bandage," he said.
The Head of the Sub-Directorate for Recovery of Victims of Terrorism explained further that in the previous meeting, BNPT had invited related Ministries/Institutions related to this Bandage. With the many inputs received from related Ministries/Institutions, there were several dynamics, starting from changes in the Bandage approach and also changes in the title.
Currently, the Bandage consists of 10 pages, 4 chapters, and 16 articles. The first chapter contains general provisions such as definitions. The second chapter contains information about victims of terrorism, which briefly explains the process of victim recovery, including medical assistance, psychosocial and psychological rehabilitation, provision of compensation and compensation. The third chapter contains an explanation of past terrorism related to medical assistance, psychosocial and psychological rehabilitation, and provision of compensation. The fourth chapter discusses victims of terrorism abroad and the last chapter is general provisions.
In closing, Agus Hariadi said that the harmonization of this Bandage has been completed, there are several changes in the sentence structure that have been corrected. "Some have been changed and dropped, but no material has been removed from the initial draft. We are just waiting for improvements from BNPT, then the enactment process," he concluded.
